How does HNU support Open Access?

Open Access Policy

The Open Access Policy of HNU (in German, 64,78 KB) (opens in a new window), advises publishing scholars to publish their findings open access:

  • An optimal solution is a secondary, free publication of the published version in the publication database of HNU. This should be possible simultaneously, but at most six months after regular publishing.
  • Addditionally, scholars are advised to publish their findings in peer-reviewed open access journals.

Funding

An open access publication is often associated with publication costs (“processing fee” / “open access fee”). HNU can cover these costs for you under certain conditions. Proceed as follows:

  1. Check requirements

    Open access costs can only be covered if the following conditions are met:

    • The selected journal is peer-reviewed.
    • The selected journal is internationally ranked.
    • The first author is affiliated with HNU.
  2. Ensure funding

    Before submitting the manuscript to the relevant journal, you must clarify with the respective budget officer whether the costs will be covered if the publication is accepted. Check the possible budgets in the following order:

    • Priority 1: Budget of the third-party funded project in which the publication was created (contact: project manager)
    • Priority 2: Budget of the institute (contact: head of institute )
    • Priority 3: Open Access Publication Fund (contact: Prof. Dr. habil. Elmar Buchner)
  3. Submit your manuscript

    Now submit your manuscript to the relevant publisher. If your manuscript successfully passes the peer review process or is accepted, you will receive a positive response from the journal. You will also receive a detailed invoice for the costs incurred.

  4. Create a “Bedarfsmeldung

    Create a “Bedarfsmeldung” (demand report / notification of requirements) for this case. The empty form can be found in the documents of the Finance department (opens in a new window) in the folder called “Beschaffung und Vergabe”): 

    • Please provide a justification for the selection of the journal.
    • The form must be signed by the applicant and the respective budget manager (see above).
    • Submit the form via mail to the Procurement department. You will receive an order number and instructions on how to proceed.
       
  5. Pay the invoice

    Now submit the invoice in the manner the Procurement department described in their instructions  (see above).

    Payment modalities:

    • Normal duration: ~10 days until the invoice is settled.
    • In urgent exceptional cases, payment by credit card can be requested from Procurement.
    • If payment can only be made via a personal account or if the payment deadline is short, a personal expenditure is necessary. Reimbursement of expenses is then made using the “Reimbursement of expenses” form (can be found in the documents of the Finance Department in the “Finanzbuchhaltung” folder), which must be sent to the Finance Department together with the invoice, proof of payment and reference to the aforementioned order number.
    • Please note: The normal processing time for foreign payments may be longer than 10 days!

Beware of Predatory Open Access Journals

Open access is great, but there are black sheep as well. Those predatory open access journals will publish your article without any peer review and subsist on the (often high) fees they charge.
